Here is a fix:

For the record, the maintainer specified in the eclass file (qmail-bugs@gentoo.org) is not valid from Bugzilla's point of view. Assigning the bug to the only person currently receiving mail for that alias.

I'm in the process of generating a new snapshot of that tarball, this will be fixed then.

New tarball is used in the ebuilds already.
