This doesn't seem to make sense to me. We don't use profiles/hardened/linux/musl/*/ directly anyway (at least not anymore). And e.g. profiles/default/linux/amd64/17.0/musl/hardened inherits stuff fine. CCing dilfridge in case he can make sense of it but I don't think there's anything to do here. Not clear if this is causing our issue but it's at the very least superfluous and maybe even wrong.
