equery uses =dev-php/php-4.3.8 reports no USE flags aviable.

Currently, equery will only display USE flags for packages that are unmasked.
I've fixed it so that it will display USE flags for masked packages as well,
when they're installed. 

The update will be part of the next gentoolkit release. I'm pretty confident this will fix your problem. If not, please reopen this bug.
