Because the stabilization process for PHP 7 is now underway, see
https://bugs.gentoo.org/show_bug.cgi?id=574238
it would be nice to also stabilize the corrosponding virtual.
This blocks currently a depclean of the older PHP Slot 5.6 package on my system.

Stable this after doing dev-lang/php-7.0.15

I've already done arches which have stabled, adding the rest
