dev-lang/python-2.7.12 is marked stable for amd64, however, it depends on sys-libs/db-5.3.28-r2, which is testing for amd64.

Usually, doesn't that mean that python-2.7.12 must be marked unstable?

it optionally depends on db-5.3. Any version from 4.2 to 5.3 is acceptable.
