eix-remote is unable to fetch the overlay cache because dev.gentooexperimental.org is down.

Reproducible: Always

Steps to Reproduce:
1. # eix-remote update
Actual Results:  
--2016-12-02 20:47:18--  http://dev.gentooexperimental.org/eix_cache/eix-caches.tbz2
Resolving dev.gentooexperimental.org... 91.191.147.225
Connecting to dev.gentooexperimental.org|91.191.147.225|:80... failed: Connection timed out.
Retrying.

Expected Results:  
eix should successfully download the overlay cache.

I believe this bug is OBSOLETE long time ago...
