compressed build log showing failing tests aborting compile phase

In bug #548460 I was instructed to open a new bug. I neglected to do so until now, when yet another version builds and runs tests in the compile phase (!), and aborts the build because the tests fail. (Because most of the last 8000 lines (from the first sign of error to the end) of the build log is opaque-to-me stack traces, I can't easily tell the difference between someone else's log showing a past failure and my build log, or whether it's the same failures on this and my other system.)

build log of 5.4.2.2 showing failing test aborting compile phase

I just ran into this again on libreoffice-5.4.2.2. In the attached build log, the failing test seems to be CppunitTest_vcl_filters_test, but I still have no idea why it's even trying to run tests in the compile phase.

This should hopefully be fixed in 5.4.4.2.

The specific test I identified from the 5.4.2.2 failure appears to pass in 5.4.4.2, but version 5.4.4.2 still tries to run its tests in the compile phase (which is the central issue IMO), fails (admittedly later on), and aborts the build. From the attached build log, it looks like the failing test is HSQLDBTest::testEmptyDBConnection.
