Wine 1.9.24 was released last week.  Latest version in portage currently is 1.9.20.

There are no staging nor d3d9 patches for Wine 1.9.24, so I would suggest to skip this bump and go to 2.0-rc2 (#603404).

At present time, the staging guys have decided to skip releasing for 1.9.24.  So, as a result, I'm just going to skip releasing 1.9.24 as well.
