emerge --info

xfsettingsd process utilizes 100% CPU and system became unusable.

Downgrade to xfce-base/xfce4-settings-4.12.1 fixes the problem.

Do you have a way to reproduce this? I have not seen this on my machines.
Alternatively, can you file a bug at https://bugzilla.xfce.org/ and link to it here so we can track it?

yes. In my case it is always reproducible. Sometimes after reboot I'm able to do something (run top to figure out what is going on, but still I can't even kill xfsettingsd process), but sometimes system quickly became unresponsive and only hard reset helps.
