XMLTV will not build the tv_grab_na_dd unless SOAP-Lite and TermReadKey are installed.  This appears to be required only for North American listings.  Ebuild maintainer should add SOAP-Lite and TermReadKey to list of basic dependencies, or North American Gentoo users may be forced to "channel surf." (Shudder)

Reproducible: Always
Steps to Reproduce:
1.emerge xmltv #without SOAP-Lite or TermReadKey
2. ls /usr/bin/tv_grab_*
3. Weep, moan

Actual Results:  
Tool is not present.  After unmerging xmltv, emerging SOAP-Lite and 
TermReadKey and then remerging xmltv, everything is cool. 

Expected Results:  
 

I don't know if regional masking is possible, but it might be preferable to 
only require US/Canadian users to build SOAP-Lite/TermReadKey.
