Peter, could you invert that condition: you are changing the semantics going from C++98 to C++11, see for instance how I fix these issues: https://github.com/gentoo/gentoo/commit/d3404c9626508bde878928d7f0ece6e392b5808d#diff-c2cd808253fbd05d0000c4959f1fe498R17
in your case in C++98, operator new could throw, whereas in C++11 it cant. You can also add a #else clause + noexcept(false)

That is the point.  C++11 changes the semantics.  operator 'new' throws 'std::bad_alloc' in C++98 but doesn't in C++11.  See http://www.cplusplus.com/reference/new/operator%20new/
