Hmm, I get same with matplotlib-1.5.3 but also with
/apps/gentoo/usr/bin/python2.7 setup.py build -j 8 config_fc --noopt --noarch

I wonder whether numpy is actually at fault. Admittedly I do not have scimath installed but I cannot install it because I fail the the scipy step:
