That bug is already fixed in this commit tho? https://git.xfce.org/xfce/xfce4-settings/commit/?id=2233f20a7ec6d7cb7dcc5752d62d98e37d9c21ad This bug is where the original patch came from and where the better one was posted later. https://bugzilla.xfce.org/show_bug.cgi?id=11107 For my computer the bug is again here, and manually applying the patch file to 4.12.1 makes it work again (not black screen after poweroff the monitor).
