I'd like the file /lib/firmware/microcode.cpio installed by sys-firmware/intel-microcode[initramfs] to be copied to /boot every time the ebuild is updated. I assume this is not possible with the current features?

It is possible already using the phase hooks.  But that could involve mounting /boot if it is not mounted already.
