With FEATURES=fail-clean, a dying "ebuild ..." command still seems to trigger removal of temporary files contrary to make.conf(5):

"Both the ebuild(1) command and the noclean feature cause the fail-clean feature to be automatically disabled."

Reproducible: Always

Steps to Reproduce:
1. Add fail-clean to FEATURES.
2. Run ebuild ... on an ebuild that will die.
Actual Results:  
The temporary directory is not present.

Expected Results:  
The temporary directory should be present.
