As far as I can see there is no reason why logrotate shouldn't be used by a user account. One can pass an individual config file and then use it to rotate log files where the user has write access.

Therefore I think it makes sense to have it in /usr/bin, not /usr/sbin. Can we change the dosbin to dobin?
