postrotate from /etc/logrotate.d/c-icap call "restart" instead "reload"


Reproducible: Always

Steps to Reproduce:
1. /etc/init.d/c-icap stop
2. logrotate -f /etc/logrotate.conf

Actual Results:  
c-icap server is started

Expected Results:  
c-icap server remains stopped
