Steps to Reproduce:
1. use stage1-x86-selinux-pie-ssp-20040611.tar.bz2 tarball for stage1 install of Gentoo x86 SELinux
2. fails during 'emerge system' tcp-wrappers compile
3. FEATURES="-sandbox" emerge tcp-wrappers is a workaround

Actual Results:  
tcp-wrappers compile fails as above unless the step 3 work around is applied
