I understand that I need to deselect ksnapshot manually, but I followed the instructions at the wiki and got this block regardless. Perhaps these instructions  should be updated?

The guide is for Plasma upgrades. It does not cover Applications upgrades with polluted world files.

This is a wiki you are free to update it. The article you are mention focusing of upgrading the desktop environment Plasma 5. If you want to add a section about KDE Applications just do it.

As portage tells you what to do. The bug tracker bugzilla is to report issues about packaging. This blocker is to prevent file collisions.
