please attach the full build log and not just a snippet, as well as the /tmp/portage/sys-libs/ncurses-6.0-r1/work/ncurses-6.0-abi_x86_32.x86/ncurses/misc/Makefile.

that file has an explicit dependency in it:
install.libs :: pc-files $(DESTDIR)$(PKG_CONFIG_LIBDIR)

which means it won't run the `for name in *.pc` install line until the pkgconfig libdir has been created.

1000KB attachment limit, so i had to cut it off.

I have the same problem:

Just for the record: there is _no_ pkgconfig directory in /var/tmp/portage/sys-libs/ncurses-6.0-r1/image/usr/lib/

If Makefile is OK, then maybe make itself is broken. I have make-4.2, so this is the case, see bug 583812.

I'm now trying to build make-4.2-r2 and rebuild ncurses.

Maybe you should mask =sys-devel/make-4.2 and -r1, so that users will be warned that it can randomly break random packages?

make-4.2-r0 and -r1 have already been removed from the tree. Dunno if it makes much sense to mask both revisions subsequently...

The idea is that users should be warned if their installed make is broken. If package is masked, on almost any operation portage will output list of masked packages together with the reasons of the masks.
