I can't find portage snapshots newer than portage-20160512.tar.xz on any mirror I tried

This is caused by the hardware issue on dipper: https://infra-status.gentoo.org/notice/20160513-dipper

Until dipper gets fixed I doubt infra will be able to provide newer portage snapshots.

portage-20160516 should go out shortly, followed quickly by portage-20160517. The deltas might be screwy, but not much we can do.
