cross-powerpc-unknown-linux-gnu/gcc 4.9.3 and 5.3.0 versions are unable to recompile after vtv USE flag being enabled. Note that cross-powerpc64-unknown-linux-gnu/gcc compiles properly.

Reproducible: Always

Steps to Reproduce:
1. emerge --verbose =cross-powerpc-unknown-linux-gnu/gcc-4.9.3:4.9.3
or
2. emerge --verbose =cross-powerpc-unknown-linux-gnu/gcc-5.3.0:5.3.0

Actual Results:
