In MATE-1.10 session, started by sddm, polkit blocks mounting of any local FS, including USB Flash devices. There is no problems with that in Plasma-5.5.5-r2 session started by sddm.

Also, there is no problems with FS mounting in MATE-1.10 started by other managers, such as lxdm-0.4.1-r9, so I'm pretty sure that problem is in sddm.

Steps to reproduce:
0. Make sure you are in 'plugdev' group
1. Start sddm-0.13.0-r3
2. Launch MATE-1.10 session
3. Insert any USB flash device
4. Look at "Can't mount media. Not authorized to perform operation" error message

Are you experiencing any other polkit issues beyond that?  Do your suspend/hibernate/shutdown buttons work in MATE, for example?

I just tested it on clean user: USB Flash media cannot be mounted, but shutdown/reboot/hibernate options in main menu are still available and work in MATE-1.10 session under sddm-0.13.0-r3.
There is no other polkit-related problems.

Please test latest version 0.16.0-r2.

Tested mate-base/mate-1.16 with unstable x11-misc/sddm-0.16.0-r2: USB flash drives is now can be mounted and unmounted via Caja normally.
But for currently stable x11-misc/sddm-0.15.0 bug is still there.
