You should emerge --sync and fully upgrade to KDE Frameworks 5.20, which will solve the block. Regardless, the kactivitymanagerd-5.6.1 ebuild has FRAMEWORKS_MINIMAL="5.20.0" but that doesn't seem to extend to kde-frameworks/kactivities if, as a stable user, you manage to only partially keyword/upgrade your Frameworks. It is fully keyworded to be on ~amd64. kactivitymanagerd dependency chain simply doesn't contain kde-frameworks/kactivities. Thus portage was trying to merge kde-plasma/kactivitymanagerd-5.6.1 before kde-frameworks/kactivities-5.19.0. I have ~amd set so whole system, and have synced freshly. Kactivities-5.19.0.ebuild is no longer in my portage, only 18-r1 and 20. If I try to build kactivities-20 emerge tries first do the kactivitymanagerd which then fails. My fault will fix it with 5.6.2, which was released today.
