looks like dev-libs/libtomcrypt was brought back, except the new ebuild was written from scratch and lacks any of the fixes we made long ago, and doesn't address any of the outstanding bugs that caused it to be removed in the first place.

see the last version of the ebuild as a starting point:
https://sources.gentoo.org/dev-libs/libtomcrypt/libtomcrypt-1.17-r6.ebuild?hideattic=0&revision=1.3&view=markup

the one in the tree now should be thrown out, and if you want to keep the package, then import the old one as a starting point instead.  and start at 1.17-r6 instead of 1.17-r0.

i've masked it for now.
