Crypto++ does not respect CXXFLAGS during compilation. The attached ebuild (plus patch) fixes this. Because crypto++ is very sensitive to optimization unstable compiler flags are stripped from CXXFLAGS.

I mistakenly assumed stripflags would disallow -O3.
