I've juste installed
[ebuild  N    ] net-p2p/deluge-1.3.12-r3  USE="geoip libnotify -gtk -setproctitle -sound -webinterface" PYTHON_TARGETS="python2_7" 

And everything is installed . I have binaries and documentation for deluge-gtk, deluge-web, and moreover those directories:

orzel@falco % du -shx /usr/lib64/python2.7/site-packages/deluge/ui/gtkui/
1,8M    /usr/lib64/python2.7/site-packages/deluge/ui/gtkui/

orzel@falco % du -shx /usr/lib64/python2.7/site-packages/deluge/ui/web/
3,8M    /usr/lib64/python2.7/site-packages/deluge/ui/web/

I know. I'm working on that. I'll commit a new ebuild soon(-ish).

(#381837 is only about gtk, but most flags have the same problem)

I know, but the underlying reason is the same. It will be fixed soon.
