Bug 575290 – rename "maintainer/email" to "maintainer/contact-url"

maintainers.xml
contains 2 different ways to refer to maintainer. That is inconsistent.

"maintainer/email" is just a email
"upstream/bugs-to" is URL

What if developer prefer XMPP Uri as his main contact address?

I propose to rename "email" xml node into "contact-url" node in https://gitweb.gentoo.org/data/dtd.git/tree/metadata.dtd.

upstream != maintainer
email is supposed to map to a bugs.g.o account.

How this is supposed to work for project email ?

look to project dotnet:

it says:
Email:	[e-mail]

The mainfest.xml contain fragment

<maintainer type="project">
      <email>[e-mail]</email>
      <description>Gentoo Dotnet Project</description>
</maintainer>


There is no 'dotnet' mailing list - https://archives.gentoo.org/lists

i followed advice from
https://www.gentoo.org/get-involved/mailing-lists/instructions.html
"mailto:[e-mail], replace listname with the actual name of the list that you want to subscribe to."

Delivery to the following recipient failed permanently:

     [e-mail]

Technical details of permanent failure: 
Google tried to deliver your message, but it was rejected by the server for the recipient domain lists.gentoo.org by lists.gentoo.org. [208.92.234.80].

The error that the other server returned was:
550 5.1.1 <[e-mail]>: Recipient address rejected: User unknown in local recipient table
