While trying to build the gentoo-dev-sources kernel, running 'make menuconfig' generated an error from 'as' indicating that it could not locate the libbfd.2.4.19.0.7.so libraries.

Reproducible: Always
Steps to Reproduce:
After installing the system using the liveCD, and following all steps up to the kernel source, everything worked perfectly. I ran 'emerge sync' at the beginning of the install to insure that the tree was updated. However, every time I try to do a 'make menuconfig' the build fails.

See above!

Expected Results:  
Run menuconfig - duh! :-)

Which kernel did you try? Can you post the exact messages? Does it also happen with clean development-sources?
