There are a large number of users on the forums confused by the non-existence of /etc/portage on their systems. I'd suggest that creating a skeleton /etc/portage directory with functionally empty but commented versions of some of the more common files (eg package.unmake, package.mask, and package.keywords) would help this. 

Functionally, this wouldn't make any difference, but it could greatly reduce confusion when people are told to edit files in a (currently) non-existent directory.
