Can't install fglrx using x11-drivers/ati-drivers. All available versions (15.9-r1^td (~)15.12^td (~)15.12-r1) depends on <=x11-base/xorg-server-1.17.49).
But in the same time x11-drivers/xf86-input-evdev depends on x11-base/xorg-server-1.18.0.
So I can't install (and update @world too) x11-drivers/ati-drivers and x11-drivers/xf86-input-evdev without a slot conflict:

According to the ebuild, ati-drivers requires <=x11-base/xorg-server-1.17.49[-minimal].

I doubt much can be done about that until upstream releases a new version.

I managed to deal with a similar problem by blocking packages in /etc/portage/packages.block.  My file reads:

>=x11-base/xorg-server-1.18
>=x11-drivers/xf86-input-evdev-2.9.3
>=x11-base/xorg-drivers-1.18

The most recent plasma also needed the following added to /etc/portage/package.use:
kde-plasma/plasma-desktop -evdev

This is probably an upstream problem as I am unsure they support 1.18 currently

Impossible to fix binary drivers.
