When try to emerge mjpegtools 1.6.2-r3 ld fails with missing lib artsc.
arts is installed as 1.2.3

Expected Results:  
ebuild of arts-1.2.3 could do the following to solve the 'bug' for mjpegtools: 
ln -s /usr/kde/3.2/lib/libartsc.la /usr/lib/libartsc.la

neglected to provide `emerge info` or the error

chances are it's because your .la files are broken, re-emerge the offending packages
