Sorry, don't really know which update broke this but after a bunch of kde-plasma/* updates to 5.5.3 scrolling using the mouse wheel in kde apps is broken.

Reproducible: Always

The mouse scroll wheel no longer scrolls in apps such as konsole, kate, dolphin, etc. Even broken in the kde menu. Still works in non-kde apps such as Chrome, Firefox, Libreoffice, etc.

Problem went away after reboot.
