I have two keyboard layouts defined on KDE.
The he_IL works fine.
When I try to type " , or ~ using the en_US layout, nothing happens.
when LC_CTYPE="he_IL.utf8", the character is displayed once if I type it twice. When LC_CTYPE="he_IL.iso88598" even if I type 10 times nothing happens.

Reproducible: Always
Steps to Reproduce:
1.define LC_CTYPE="he_IL.iso88598"
2.define in KDE he_IL and en_US keyboard layouts
3.try to type ~ or "

Actual Results:  
nothing 

Expected Results:  
~ or " should appear

Does this only happen in KDE? Can you reproduce it using, for example, just openbox?

Under failsafe, for example, it did not happen. However, although the bug seems to be KDE specific, I do not think it is a bug of KDE, because under XFree it did not happen at all. I use KDE 3.2.3.

I have found a workaround for this bug.
I use the en_us ISO9995-3 layout instead of the standard us layout, in which it seems to work perfectly.
