Technically the minimum frameworks version can be raised to 5.15.0 I guess - a good part of Applications will now require >=5.15. But you shouldn't come into a situation where you have an out-of-tree 5.14.0 installed in the first place, and so far no kde-frameworks version has been stabilised, so you must have had an outdated package.keywords file.
