Per GLEP67, every non-person maintainer need to be a project. Please either create a project for GNAP, or replace <maintainer/> elements to use team members.

It seems that gnap-ext was the only packages using this maintainer, and it was already announced maintainer-needed in 2007 [1]. The alias does not list any developer, so no point waiting more. Moved the package to maintainer-needed.
