I asked plugin developer directly.

Plugin does not require libx264 support in ffmpeg, because it doesn't ENCODE anything.

libv4l can be made optional, as its required only for some web cameras(option -DWITH_LIBV4L2=).

gles2 use flag should be added which passes -DWITH_GLES2=, to disable bundled ANGLE translator in favor of system glesv2.
