In addition to https://bugs.gentoo.org/show_bug.cgi?id=566846 please add Catalyst 15.12 ebuild to official tree.

Note that this driver is still has support of HD5000 and newer chipsets.

Also I can confirm (but with my Linux Mint system) that "aticonfig" now work on Catalyst 15.12 with my HD5850 GPU while it doesn't work on Catalyst 15.11.
