sys-apps/pciutils should use the USE flag 'systemd' and doesn't install init files in that case:

/etc/conf.d/pciparm
/etc/init.d/pciparm

It is Gentoo policy to install trivial text files, like init scripts and systemd units, regardless of USE flags.

The systemd USE is to enable features in the binaries and link to the libraries when it is optional.
