when i compile code-server or rpc2 , it first tries to compile rpc2.

Which promptly dies during configure because it can find liblwp ( lwp ) ebuild.

Reproducible: Always
Steps to Reproduce:
1.emerge rpc2
2.
3.

Actual Results:  
cannot find liblwp during configure

Expected Results:  
The build should have a dependency for lwp

All rpc2 ebuilds have lwp as a dependancy. The last one was fixed as per bug #53561. Please resync (emerge sync) and try again. If it still fails please include - your arch, the version of lwp and rpc2 that you have, and are trying to install, and the transcript of the error. Information in the config.log in the /var/tmp.... directory will also be of use.  FYI the coda-server are old versions and the newer ones are in "coda" (both server and client).
