Adding new ebuilds for net-analyzer/passivedns

Initial inspiration from ikelos overlay, now in my pkalin overlay (https://github.com/thinrope/pkalin)

Including the one for net-analyzer/passivedns-1.2.0 (based on tagged github release), also available -9999.

Seems to work fine on x86/amd64 for now, please test.
