net-p2p/ktorrent-4.3.1-r1 cannot be installed with plasma because it depends on kde-apps/kde4-l10n-15.08.0-r1 and this package blocks all plasma packages.

the output of emerge and emerge --info is attached

I think that it could be solved temporary having an plasma USE flag for this package and disable the dependency with kde4-l10n.

Did you try with kde4-l10n-15.08.1?

You need to set USE=minimal for kde4-l10n, otherwise it cannot be installed with plasma-5/kde-frameworks.

Actually, ktorrent pulls in kde-apps/kde4-l10n-4.14.3 on your system, hence the block. You need to unmask at least kde4-l10n-15.08.0-r1, as portage is telling you there:
