Any interested parties here know what's the currently highest quality ebuild available in overlays?

https://github.com/gentoo-mirror/miramir/tree/master/dev-util/phpstorm seems to be maintaining a set. Anyone else?

Does anyone know what's stopping https://github.com/gentoo/gentoo/pull/7270 from landing?

PyCharm is in the tree, can we not just follow whatever they're doing for license issues?
