updated ebuild for iverilog-10.0

Aside from the versioning scheme changing, the ebuild seems to still work.  I believe we should call this version 10.0, as that's what upstream seems to be doing:

I just ran over the old ebuilds, too and bumped it local.
In my opinion it's better to avoid these offset syntax and use other bash features :)

@Palmer: Could you please vote for this bug? It's some days old now :(
