If XEmacs's package system is expected to work, then the ebuild should probably depend on:

net-ftp/ftp
net-dns/bind-tools
app-crypt/gnupg

If these packages are not installed, then attempting to update packages with the 
built-in installer fails.

Installing packages via xemacs package manager is something that we do not support, that's what ebuilds are for. If you insist on doing this, then feel free to install the needed packages for such functionality yourself.
