dev-python/pbr is not slotted, so it's impossible to statisfy both of these dependencies at the same time:
<dev-python/pbr-1.0
>=dev-python/pbr-1.6

This was triggered from emerge dev-python/python-openstackclient

seems you had a couple of other clients already installed
