K3b can be built without arts sound server (recently it got new USE flag - see bug #53724), but due to the fact, that arts is kdelibs dependency K3b can't be built without arts. Solution is simple and clean: add to kdelibs 'arts' USE flag, it's possible:

nelchael@nelchael kdelibs-3.2.3$ ./configure --help
[...]
  --without-arts          build without aRts
[...]
nelchael@nelchael kdelibs-3.2.3$ 

kdelibs can be built without arts - it's for users that don't want to bloat their system with unneeded libs. I'm attaching modified ebuild for kdelibs-3.2.3.
