Unfortunatelly ceph bundles many libraries, one of them is isa-l. isa-l library is alos used be another distributed filesystem named "sheepdog". Mayby it could be worth to create package dev-libs/isa-l and make ceph to build against system wide libraries instead bundled. Then sheepdog[1] also could use system wide isa-l libraries.
[1] - when sheepdog will be added to the tree
