When lldpd is build on a system where dev-libs/libbsd is also installed, is linked against it.

I think there should be added some configure option to the ebuild that explicitely disabled the use of libbsd ...

libbsd is used for setproctitle(). If no libbsd is found a nop stub is
used. There is no config option to disable the use of libbsd.

The I'd vot for adding a BDEPEND and DEPEND on dev-libs/libbsd

It's now unconditionally in RDEPEND for some time.
