After https://github.com/openstack/bandit/commit/80c7798e5140203ae8d48d11a3de660db1de8f80 (bandit 0.13.0+), bandit expects its configuration file to be available in one of a few places:

austin@localhost /tmp/project $ bandit -r .
[bandit]	ERROR	no config found - tried: ./bandit.yaml, /home/austin/.config/bandit/bandit.yaml, /etc/bandit/bandit.yaml, /usr/local/etc/bandit/bandit.yaml

Steps to Reproduce:
emerge bandit >=0.13.0
bandit -r .
Actual Results:  
bandit fails

Expected Results:  
bandit scans sources
